If the Properties panel is open left click on that icon, if not right click on that icon and select Properties, that will open the Crop Effect Properties window where it is very easy to set the top, bottom, left and right amount of cropping. Once at the start of the clip go into the Effects window and select Crop and drag it on to the clip, this will put a little Effects icon with a C for crop at the top of the start of the clip. The easiest way to do this is using the orange left and right buttons above the Timeline for Previous and Next Marker that also jump to the start or end of clips.
But first make sure that the playhead is on the first frame of the clip you want to crop, otherwise it will set the crop at that time in the video where you set it and gradually change from no crop at the beginning of the clip to that crop setting in that place in the video.
